Admissions Policy

 

The Governing Body has adopted the following arrangements for admission to the school. 
 
Pupils will be admitted annually to the Primary School in the September of the academic year in which they are five. The school’s published admission number is 30 for each academic year.
 
Pupils will be admitted to the Nursery in the September following their third birthday. The admission limit for each academic year is 26.
 
Parents considering sending their child to the school are invited to visit, by telephoning the Headteacher to arrange a mutually convenient time. As part of their induction programme, a special programme of induction events is arranged for the Nursery during the year.
 
Where applications for admission exceed the number of places available, the following criteria will be applied, in the order set out below, to decide which children to admit. If a place is not granted then the applicant will be placed on the reserve list. This will be kept until the start of the following admission year and prioritised using the same criteria as below.
 
Admission Criteria
 
·         Children who are hard to place as defined by Lincolnshire County Councils Fair Access policy.
 
·         Children in Public Care as defined by Section 22 of the Children Act 1989.
 
·         Pupils with a statement of Special Educational Needs as defined by the Code of Practice for Special Educational Needs.
 
·         Where a child has a brother or sister currently attending this school. (It will not take into account children who will have already left by the time the child applying for a place starts).
 
·         Old Leake Primary School being the nearest school, with the distance being calculated as the applicant’s home address to the school, driving on public roads.
 


Notes
 
·         The school will apply the published over-subscription criteria fairly and consistently.
 
·         Reason/s will be given if refused, reminding parents of their right to appeal and giving details of the appeals process. The school has established arrangements for appeals against non-admission to be heard by an independent Appeals Panel. This does not apply to Nursery places.
 
·         No offer is made conditional upon signing a home school agreement.
 
·         Attendance in the Nursery class does not guarantee admission to the school for Primary education – a separate application must be made for the transfer from nursery to primary school.
 
The application of these criteria will, in the majority of cases result in pupils living close to the school being given a higher priority than those living further away.
 
The school will agree any changes to its admission arrangements with the Secretary of State for Education.

APPENDIX
 
Appeals
The procedures for appeals relating to admissions will be in accordance with all relevant legislation. They are independent and organised by the County Council Legal Services Section and entirely separate from the admission system. The decision of the appeal panel is binding on all parties.
 
Reserve list
For entry into Reception a reserve list is kept. This list will be used if the number of children falls below the published admission number. If you listed the school on the common application form your child’s name will automatically be placed on our reserve list. This list will be kept until 31 August of each following year by the School Admission Team. The list will then be kept by the school until the end of the autumn term.
 
If a family move into the area they may be placed higher on the reserve list because we take account of where you are in relation to the oversubscription criteria and not the length of time you have been on the list.            
           
Mid-year admissions
The governors will accept admissions into other year groups if there are places. If there are more applications than places then the oversubscription criteria will be used to decide who should be offered the place. If there are no places then you will be told of the independent appeal system.
 
Fair Access
The government has stated that all local authorities must have a Fair Access agreement that allows hard to place children, for example those that have been permanently excluded, to be given a place before any oversubscription criteria are applied and before anyone is considered from the reserve list. Such children are shared out to make sure no one school has to take too many of these children.
 
Distance. 
The nearest address to the school is found by measuring the distance from your address to the school by driving distance along public highways. We measure electronically along public highways using the post office address point of the home to the post office address point of the school.
 
Home address
The child’s home address is the address where they live for the majority of the school term time with a parent who has parental responsibility as defined in the Children Act 1989.  Or any child in the household where an adult in the household is defined as a parent for the purposes of Section 576 of the Education Act 1996.  This could include a person who is not a parent but who has responsibility for her or him.
It could include a child’s guardians but will not usually include other relatives such as grandparents, aunts, uncles etc unless they have all the rights, duties, powers and responsibilities and authority, which by law a parent of a child has in relation to the child and their property.
Where your child lives normally during the school week with more than one parent at different addresses, the home address for the purposes of school admissions will be that of the parent who lives closest, as measured by driving distance on public roads.
If you have more than one home, we will take as the home address the address where you and your child normally live for the majority of the school term time.
Tie-break
If any of the oversubscription criteria have too many applicants then the tie-break will be distance as described above. The child whose closest school by driving is Old Leake Primary and Nursery will be offered the place.
 
Children in public care
This includes the local authority providing accommodation in accordance with Section 22 of the Children Act 1989.
